California Title 20 and Title 24
Control4 Smart Lighting Dimmers are Title 20 compliant, allowing for installation in new and retrofit-build projects in the state of California. Certified Control4 integrators and installers can install Control4 dimmers into residential and commercial buildings and meet California Title 24 energy standards.
What is California Title 20?
Title 20 is part of the California Code of Regulations that requires energy efficiency for appliances, including “self-contained” lighting control devices. These are individual devices that can function without the requirement of being connected to additional devices. Products must be registered by the manufacturer through a self-certification process. Products must be listed with the California Energy Commission (CEC) in order to be sold in the state of California.

What is California Title 24?
California Title 24, part 6 of the California Code of Regulations (CCR), outlines energy efficiency standards for residential and non-residential buildings in the state of California. These standards were created in 1978 as a way to reduce energy consumption in the state. The California Energy Commission updates the standards on a three year cadence to allow for inclusion of advancements in energy efficiency technologies and methods. The current version of Title 24, part 6 is the 2016 version which became effective on January 1, 2017.
Title 24 governs the design and construction of buildings, and applies to all building occupancies throughout the state of California, both residential and commercial. Title 24 contains requirements for electrical, mechanical, plumbing, and structural systems. It also requires measures for green design, construction and maintenance, energy conservation, accessibility, and fire/life safety.
How is Title 24 Applicable to Control4 Products?Title 24 states the type and functional requirements of lighting controls that must be used in different areas of building occupancies. These requirements can either be met with “self-contained controls” or compliant “lighting control systems”. Self-contained controls, such as the Control4 Smart Lighting Dimmers, are required to be certified to the Energy Commission by the manufacturer per Title 20 Appliance Efficiency Standards and listed in the Efficiency Data Base.
The 2016 Title 24 also requires that “All forward phase cut dimmers used with LED light sources shall comply with NEMA SSL 7A” {section 150.0(k)2A}. Control4 manufactures several different types of dimmers, some of which fall under this requirement and some of which do not.
The following Control4 forward phase cut dimmers are NEMA SSL 7A compliant:
- C4-FPD120-** Wireless Forward Phase Dimmer (120V) – compliant when wired with a neutral wire and when “Min On” setting set to 19%.
- C4-DIN-8FPD-E 8-Channel Forward Phase Dimmer (120V) – compliant when wired with a neutral wire and when “Min On” setting set to 19%
Some Control4 dimmers are auto-adaptive phase cut dimmers which use reverse phase for dimming LED light sources. When used with a JA8 compliant LED light source, they will automatically detect the load type and set the dimmer to use reverse phase dimming. As such, they are not subject to the NEMA SSL 7A compliant requirement. The Control4 dimmers in this category are:

If a Dealer manually sets any adaptive phase dimmer into a forward phase of operation, Control4 can make no representation that it will be NEMA SSL 7A compliant.
The final category of Control4 dimmers does not use phase cut dimming at all. Rather, they use a 0-10V analog control signal to perform the dimming function. Since these do not use phase cut dimming, they are not subject to the NEMA SSL 7A compliant requirement. The Control4 dimmers in this category are:

Note: In order for a building or home to be Title 24 compliant, it may be necessary to use Title 20 compliant devices during the build or retrofit process. It is not possible for an individual product to be certified as Title 24 compliant.
